Abstract

While it was thinking the future of the European Union and its widening steps, European identity has taken place in the Union agenda as one of the most important concepts. Individuals have more than one identity and European identity has the potential to be one of these identities. To construct this kind of sense of belonging in the EU, legal and political regulations are necessary. For the construction of European identity; citizenship, democracy, legitimacy and public sphere are the most fundamental concepts both in legal and political terms. The difficulties in the EU in terms of legitimacy and democratic functioning, the lack of European public sphere that deliberation is the essence, indicates the problem of common identity. One point that was showed up during the financial crisis that the EU suffered in recent years is, the Union's identity crisis has already continued.In this work, it will be highlighted the importance of the identity that will be constructed in the Union level, it will be emphasized the efforts and methods to construct the identity for the EU from past to present, it will be mentioned the concepts that will be necessary to put forward during this process and the steps that should be taken.

Avrupa Birliği'nin geleceği ve genişleme adımları düşünüldüğünde, Avrupa kimliği, Birlik gündemindeki en önemli kavramlardan biri olarak yer almaktadır. Bireylerin birden çok kimliği bulunmaktadır ve Avrupa kimliği de bu kimliklerden biri olma potansiyeline sahiptir. AB'de bu şekilde bir aidiyet oluşturmak için hukuki ve siyasi düzenlemeler gerekmektedir. Avrupa kimliğini oluşturmak için; vatandaşlık, demokrasi, meşruiyet ve kamusal alan, hem hukuki hem siyasi anlamda en temel kavramlardır. AB'de meşruiyet ve demokratik işleyiş anlamındaki zorluklar, müzakerenin esas olduğu bir Avrupa kamusal alanının eksikliği, ortak bir kimlik sorununa işaret etmektedir. AB'nin son yıllarda muzdarip olduğu finansal krizde ortaya çıkan bir nokta, Birlik'in kimlik krizinin devam ediyor olmasıdır.Çalışmada, Birlik düzeyinde oluşturulacak bir kimliğin önemi vurgulanacak, geçmişten bugüne AB için kimlik oluşturma çabaları ve yöntemleri üzerinde durulacak, bu süreçte öne çıkarılması gereken kavramlar ve atılması gereken adımlara değinilecektir.
