Abstract

This thesis investigates the period of the Ministry of Education which is administered two times by Emrullah Efendi. With the declaration and start of second constitutionalist period, every field of life was expected to change and education as well . However, The first ministers of education of Second Constitutionalist Period were unable to demonstrate the desired success and after all expectations were focused on Emrullah Efendi who had passed through life education activities. When Emrullah Efendi appointed as a minister, he has practiced his educational policies he had always thought of. Emrullah Efendi, who served between 1910 and 1912, stated in the theory of Tuba Tree that it was more accurate to start educational arrangements from the universities which at top of the education system. Moreover, by going to the constitutive arrangements during his ministry of education, he tried spread the system of supervisorship by enchancing teachers conditions and by making important reforms in Ottoman universities, high and primary schools. Despite the difficult circumstances of the country, he has made permanent traces in the system of education and has prepared the infrastructure of education modernization. Emrullah Efendi also is prominent one of the Committee of Union and Progress. With the ideology that the committe has, he aimed to spread education to the country with the intention of `İttihad-Anasır` or `Ottomanism` and to bring the state to the level of `Memalik-i Mutteddine` or `Civilized Nations`.Some of his operations have been able to achieve these goals while others have failed. This study aims to examining Emrullah Efendi's activities and results of his operations in the historical process.

Meşrutiyet'in ilk Maarif nazırları istenilen başarıyı gösterememiş, bütün beklentiler, hayatı eğitim faaliyetleriyle geçmiş olan Emrullah Efendi'ye odaklanmış, Emrullah Efendi nazır olunca, öteden beri düşündüğü eğitim politikalarını uygulamaya koymuştu.
