Although the government not to change one's mind to Islam, they (who has accept the Islam) weren't alone. The government tried to keep them with certain politics. As a result, Ottoman history's, the humility behaviour seen in every period, both Ottomans' politics, social, economical etc positions and in XIXth century's external pressure decreased, continue.
