In the developing countries, devaluations are used as an political instrument by the governments against balance of payment problems. In accordance with the literature, depreciation of the exchange rate positively affects the economy. However, exchange rate depreciation not only induces the export increase due to decreasing the prices of domestic goods but also increases the cost of producing in the export sector by increasing the input prices of imported goods. In this context, theoretic discussions about contractionary devaluation hypothesis major on supply and demand side channels.In this study, channels that introduce the basic hypothesis of new structuralist school which is the contractionary effects of exchange rate changes in the developing countries, are analyzed. In the empirical part, the effects of reel and nominal exchange rate changes on macroeconomic variables are tested based on the period which TL convertibility is accepted in 1990. It is done following by Kamin and Rogers (2000) model. Especially, exchange rate depreciation effects on GDP, domestic prices level, government size, capital account, foreign interest rates and oil prices are examined.According to the results, effects of shocks given to exchange rates both in the long run and short run are negative on reel GDP. In the other words, contrary to traditional approach, results are supporting the arguments of new structuralist school. Finally, depreciation of exchange rate contracts the aggregate output.

Gelişmekte olan ülkelerde devalüasyonlar genellikle ödemeler bilançosu problemleri ile karşı karşıya olan hükümetlerin politika aracı olarak kullanılmıştır. İktisat yazınında geleneksel yaklaşımlar itibari ile döviz kurunun değer kaybetmesi ekonomiyi olumlu etkilemektedir. Bununla birlikte döviz kurunun değer kaybı bir taraftan yurtiçinde üretilen malların fiyatlarının düşmesi yoluyla ihracatın artmasını teşvik ederken, diğer taraftan da ithal edilen girdilerin fiyatlarının yükselmesi nedeniyle ihraç sektöründe üretim yapmanın maliyetini arttırmaktadır. Bu bağlamda, daraltıcı devalüasyon hipotezi çerçevesindeki teorik tartışmalar talep ve arz yanlı kanallar üzerinde yoğunlaşmaktadır. Döviz kurunda meydana gelen değişimler ekonomik aktiviteyi bu kanallar aracılığı ile etkilemektedir.Bu çalışmada yeni yapısalcı okulun temel hipotezi olan gelişmekte olan ülkelerdeki kur değişimlerinin daraltıcı etkileri incelenmiştir. Bu bağlamda daraltıcı etkilerin hangi kanallardan ortaya çıktığı tartışılmıştır Çalışmanın uygulama kısmı Türkiye ekonomisi için TL'nin konvertibilitesinin kabul edildiği 1990 sonrası dönem baz alınarak reel ve nominal döviz kurlarında meydana gelen değişimlerin makroekonomik değişkenler üzerindeki etkileri test edilmiştir. Uygulama Kamin ve Rogers (2000) modeli takip edilerek yapılmıştır. Özellikle döviz kurunun değer kaybetmesinin gayri safi yurtiçi hasıla, yurtiçi fiyat düzeyi, kamu boyutu, sermaye hesabı, yabancı faiz oranları ve en temel ara girdi ithalatı kalemi olan petrol fiyatları üzerindeki etkileri araştırılmıştır.Yapılan analiz sonuçlarında hem uzun hem de kısa dönemde döviz kurlarına verilen şokların reel GSYİH üzerindeki etkisi negatif yönlü olmuştur. Başka bir ifade ile bu çalışmada geleneksel yaklaşımın tersine, yeni yapısalcı okulun argümanlarını destekleyici sonuçlara ulaşılmıştır. Döviz kurunda yaşanan değer kaybı toplam çıktıyı daraltmaktadır.
