While historical environmental protection theories focus on historical cities or rural areas, medium scale settlements with original and local identity values are ignored and cause the destruction of cultural assets here. For this reason, in order to protect the historical environment in medium scale settlements, production oriented cultural landscape areas formed by traditional production techniques, historical texture and natural areas must be documented. In order to ensure the protection of the historical environment in medium-sized settlements, it is essential to preserve `the production-oriented cultural landscape areas` formed by traditional production techniques, historical texture and natural areas. For this purpose; conservation plans should be prepared within the framework of an integrated and sustainable model where management decisions are taken and production heritage and areas are central to planning. In the thesis; a management model related to historical environmental protection is proposed in medium-scale settlements and the subject is discussed in six sections. In the first chapter; the definition of the problem and limitations are stated and in the second one; the relationship of the subject with national and international conservation theories has been established. In the third part; putting forward acceptable criteria for determining the scale of the settlement and medium-sized settlements in Turkey were determined. In the fourth part, the methods used in environmental-scale conservation practices have been researched and conservation planning model has been developed for medium-scale settlements. In the fifth part; The protection planning model developed has been applied in the Mut District of Mersin Province, which has been selected as an example area, and conservation suggestions have been determined. Mut, conventional wheat production, structures and additional fields, houses and elements of the natural landscape formed to have a cultural landscape, has been effective in this election. In the last section; the proposed conservation model's contribution to these areas, its immediate environment, the country's economy and culture are shown. This study was intended to be an example for similar settlements and production areas in Turkey.
