Bu çalışmada, Türkiye' de kooperatiflerde var olan Devlet etkinliği ve Devlet öncülüğünde kurulan ilk kooperatif olan Memleket Sandıkları anlatılmaya çalışılmıştır. Üretim ve kredi kooperatifçiliğinin bir tür bileşimi olarak, çiftçinin zirai kredi ihtiyacını karşılamak için, o zaman bir Vali olan, Mithat Paşa tarafından kurulan Memleket Sandıklarının etkisi, günümüze kadar sürmüş ve şimdiki Ziraat Bankası'nın temellerini oluşturmuştur. Ülkemizde kooperatifler son yıllarda önemli gelişmeler göstermiş olması rağmen, günümüzde istenilen seviyede değildir. Dünya'da piyasa ekonomisi içinde kendine, ?üçüncü sistem? olarak yer bularak ekonominin değişmez unsuru olan kooperatifler, toplumun da değişmez unsuru olmuşlardır. Türkiye' de kooperatiflerin, Devlet etkinliği sorunu, yasal sorunları, finansman sorunları, denetim sorunları, eğitim sorunları, sosyolojik ve psikolojik sorunları, kooperatiflerin olması gereken gelişmeyi göstermesine engel olmaktadır.
