The aim of this thesis is to evaluate family policies of post 2003 period in Turkey, according to Marsh and McConnell's framework for policy success. For this purpose, family policies between 2003-2018 are analyzed in terms of process, programmatic and political (3Ps) dimensions for success. Process dimension is assessed according to the participation in policy process. The programmatic dimension is evaluated in terms of observable cost and benefits, goal and results. In the political dimension, evaluation is made on the basis of contribution to reputation and re-election of the ruling party. The main policy components of the analyzed family policies are covered under four headings: Policies for the protection of the family, policies for empowerment of the family, policies for improving the family life, and policies for reconciliation of work and family life. As a result of the study, it is found that the family policies have a significant place in the main policy documents during 2000s. From the perspective of process success, it is found that participation in policy formulation and implementation is limited which affects process success. In terms of programmatic success, it is found that the programme objectives are not completely achieved, outcomes are temporary and not as deep and widespread as desired; in short, programmatic dimension is unsuccessful. Particularly, there are no cost and benefit or impact analysis reports and if any, they are not published; therefore, the process and programmatic success are adversely affected. In terms of political success, it is found that both the establishment of the ministry of family and the policies aimed at strengthening the family and improving the family life have increased in the popularity of the government and contributed to the hopes of re-election.
