Unemployed young people, especially during periods of high unemployment and long-term job search time to find a job in many ways, they are negatively affected. The prolongation of this process increases the heavy consequences of unemployment and brings about an increase in individual and social problems. The job opportunities of young unemployed people, job search methods to have information about the situation and the most appropriate profession/job to ensure that they can select the job of the country's human resources can be used more effectively and efficiently. Job and vocational counseling services, which have been implemented for the purpose of employment of the unemployed as soon as possible in order to reach these targets, have gained more importance especially in our country where young unemployment rate is high. In this study, the importance of job and vocational counseling services in the solution of the problem of youth unemployment and the approaches and awareness of the youth seeking these services will be evaluated and the level of this service will be tried to be understood in our country. The scope of the study is the determination of the operability of the job and vocational counseling system initiated in İŞKUR in 2012 in order to provide and develop youth employment. In this thesis, the main framework of youth unemployment and employment of young people was drawn and the history and practice areas of job and vocational counseling services in İŞKUR were discussed and the effects of these services on youth employment were evaluated. As the subject, young people seeking employment between the ages of 15-24 in the disadvantaged group in the labor market have been included in the labor market. Other job seekers (women, people with disabilities, ex-convicts, long-term unemployed) in the disadvantaged group were excluded from the scope of the study in order to provide a more comprehensible and in-depth analysis and evaluation of constructive solutions. Considering the employment status of the job seekers and job counseling services provided to young job seekers and whether the jobs they are employed in are related to the (vocational) training, the propositions that can give information about the efficiency of the service have been put forward.

İşsiz olan gençlerin, özellikle işsizliğin yoğun olduğu dönemlerde iş arama sürelerinin uzun olması ve bu uzun süre içerisinde iş bulamamaları, birçok açıdan olumsuz etkilenmelerine neden olmaktadır. Bu sürecin uzaması, işsizliğin ağır sonuçlarını daha da artırmakla birlikte, bireysel ve toplumsal sorunların artışını da beraberinde getirmektedir. Genç işsizlerin iş arama sürecinde, iş arama yöntemleri konusunda bilgi sahibi olmaları ve durumlarına en uygun mesleği/işi seçebilmelerinin sağlanması ile ülkenin sahip olduğu insan kaynağı daha etkin ve verimli kullanılabilecektir. Bu hedeflere ulaşılması yolunda işsizlerin en kısa zamanda istihdamı amacıyla uygulanmaya başlayan iş ve meslek danışmanlığı hizmetleri, özellikle genç işsizlik oranının yüksek olduğu ülkemizde daha da büyük önem kazanmıştır. Bu çalışmada genç işsizliği sorununun çözümünde iş ve meslek danışmanlığı hizmetlerinin önemi ve iş arayan gençlerin bu hizmetlere olan yaklaşımları ve farkındalık düzeyi değerlendirilecek ve ülkemizde bu hizmetin hangi düzeyde olduğu anlaşılmaya çalışılacaktır. Çalışmanın kapsamını, genç istihdamının sağlanması ve geliştirilmesi amacıyla 2012 yılında İŞKUR'da başlatılan iş ve meslek danışmanlığı sisteminin işlerliğinin tespiti oluşturmaktadır. Tezde, genç işsizliği ve gençlerin istihdamı ile ilgili ana çerçeve çizilerek, iş ve meslek danışmanlığı hizmetinin İŞKUR'daki tarihçesi ve günümüzdeki uygulama alanlarına değinilmiş ve bu hizmetlerin genç istihdamı üzerindeki etkileri değerlendirilmiştir. Konu olarak, işgücü piyasasında dezavantajlı grupta bulunan 15-24 yaş arasındaki iş arayan gençler kapsama alınmış, dünyanın birçok ülkesinde olduğu gibi ülkemizde de yetişkin işsizlik oranının yaklaşık iki katı durumda bulunan genç işsizlik oranının ortaya çıkardığı ciddi problemin daha anlaşılır ve derinlemesine analiz edilip değerlendirilmesi ve ortaya yapıcı çözümler getirilmesi amacıyla, dezavantajlı grupta bulunan diğer iş arayanlar (kadınlar, engelliler, eski hükümlüler, uzun süreli işsizler) kapsam dışı bırakılmıştır. Genç iş arayanlara verilen iş ve meslek danışmanlığı hizmetlerinden sonra istihdam durumları, istihdam edildikleri işlerin aldıkları (mesleki) eğitim ile ilgili olup olmadığı göz önüne alınarak, hizmetin verimliliği hakkında bilgi verebilecek önermeler ortaya konulmuştur.
