Abstract

In this study, developed from the approaches of institutionalist theories towards economic policies, the impact of economic policies on growth was discussed within the institutional framework. In the study, the effects of monetary and fiscal policies were analyzed with different indicators, and the variables of Political Stability and Absence of Violence / Terrorism, Rule of Law, Government Effectiveness, Control of Corruption and Voice and Accountability were used to represent institutional variables. The study was carried out by using the System GMM estimation method, one of the dynamic panel data methods, with the data of 2002-2017 period for 37 high income, 19 upper-middle income and 19 low-middle income countries. The findings of the study showed that institutional factors were significant for the effect of policies on growth. On the policy basis, it was determined that the most important institutional indicator that was significant for the effect of monetary policy in the economies other than lower-middle income group was the Rule of Law, and the most important institutional indicators that were significant for the impact of fiscal policy, along with the Rule of Law, were the Control of Corruption and Regulatory Quality. Additionally, the results of the estimations showed that institutional factors did not have statistically significant effects, especially in lower-middle income countries.
