viiABSTRACTThe aim of this thesis is to study the effects of the crisis which emerge after1990 on the small and medium sized enterprises (SMEs)Economic crisis is the adverse effect of the events which emerge in a sharpand unexpected manner within the economy. Globalization movements which gainedacceleration during the 1980s have led the concept of economic crisis to become animportant issue. In a period during which the financial liberalization came true,Turkey was faced with the financial crisis between the years 1994 and 2001. Thecharacteristics of these crises were as follows; the short-term capital movementswhich were present at high amounts before the crisis, and the economic shrinkagewhich was suffered as a result of the outflow this great capital. A higher inflationrate, current transaction deficit, foreign trade deficit, higher interest rates, and thefinancing of the public debts through the borrowings lay the groundwork for thecrises to break out.The fact that the SMEs, which makes up the 99,5 % of the enterprisesestablished in Turkey, possess low-level technology, lack the opportunity forexporting trade, suffer insufficiency of knowledge and financing difficulties whichemerge as a result of their not benefiting from the Research and Developmentcounseling services have led the SMEs to be adversely affected by the crisis.Successive crisis have had permanent effects on the economy of thedeveloping countries. The decline in the production, the decrease in the consumption, the fall in the capacity using rate, the decline in the investment as well as the increasein the unemployment were the ways in which the SMEs were affected from thesecrises. The most unfavorable result of the crisis for the SMEs was, however, theirinability to go on their business, which resulted in the closing of many of them. In aneffort to minimize the adverse effects of the crisis on the SMEs, some measuresshould be taken. Offering low interest rate long-term loans, increasing Eximbanksources, setting an exchange-rate policy which is capable of protecting the exportersfrom the inflation, as well as providing production opportunities of higher qualityviiiare the essential issues to be dealt with in order to overcome the financing problem, which is indeed one of the most important problems of the SMEs.Key Words: Economic Crisis,Economic Crisis and The SMEsEffects of The Economic Crisis.
