Ottoman Empire, when its borders are the widest, dominated an area of almost twenty millions square kilometers in three continents. Many nations were attracted by various climate conditions, soil and land structure or water supplies of this vast zone. Sultans of the empire were well aware of this abundant and enormous zone and they were inclined to do whatever they could as to utilize the riches of these areas. The Black Sea Region was one of the first fertile lands that Ottoman Empire involved in. In this study about the Fishing in Black Sea during Ottoman Period, fishing is especially emphasized. In the study, political and economic structure of Ottoman Empire between 1500 and 1700 will be reviewed first. Outlining the general economic structure of the empire will be beneficial for a clearer understanding of the fishing sector in this period. This study consists of six sections. In the first section, the geographical conditions of Black Sea are mentioned. The characteristics of the rivers and sea in this region were also mentioned. In the second section, the some raids around and in Black Sea Region and the precautions that empire took against those raids were told of. In the third section, fish types of black sea, features of these types, and whether they seasonally migrate or not were mentioned. In the fourth section, businessmen selling fish and the fish itself were addressed. There are also focused on the people who really were called fisher, how the business was done, the techniques and methods of it, and the taxation. In the fifth section, information about the transfer of the fish after catching and how the trade was done was given. In this section, the places where the trade was intense were addressed and also the events encountered during trading were clearly identified. In the last section, the place of the fish in the cuisine, the ingredients used in cooking fish were given the place about information.

Osmanlı Devleti, sınırlarının en geniş olduğu dönemde üç kıta ve yaklaşık yirmi milyon kilometrekareye ulaşan oldukça büyük bir coğrafyaya hükmetmiştir. Bu geniş coğrafyada her yörenin ayrı iklimsel, arazi ve toprak yapısı ya da kullanılabilir suları birçok insanı cezb etmiştir. İmparatorluk idarecileri de bu zengin ve devasa büyüklükteki coğrafyanın verimli bölgelerinin farkındaydı ve o bölgelerin zenginliklerini sonuna kadar kullanmak konusunda elinden geleni yapma gayreti içindeydi. İşte Karadeniz de Osmanlı yönetiminin üzerine önemle eğildiği münbit sahaların başında gelmekteydi. Klasik Osmanlı döneminde Karadeniz'dekibalıkçılık faaliyetlerini konu edinen bu çalışmada öncelikli olarak 1500-1700 yılları arasında Osmanlı Devleti'nde siyasî ve ekonomik yapı incelenecektir. Söz konusu dönemde imparatorluğun genel mali yapısının ana hatlarıyla çizilmesi balıkçılık sektörünün yerinin daha iyi tespit edilmesi adına faydalı olacaktır. Bu çalışma altı bölümden oluşmaktadır. Birinci bölümde Karadeniz'in coğrafi durumu anlatılmıştır. Karadeniz'deki ırmaklardan, denizin özelliğinden bahsedilmiştir. İkinci bölümde ise bahsi geçen dönemde Karadeniz ve çevresine düzenlenen bazı akınlar ve devletin bu akınlara karşı almış olduğu önlemler üzerinde durulmaktadır. Üçüncü bölümde ise Karadeniz'deki balık çeşitlerinden, bunların özelliklerinden, balıklarda mevsimsel göçlerin olup olmadığından bahsedilmiştir.Dördüncü bölümde ise balık satımı işi ile uğraşanesnaf hakkında bilgi verilmektedir. Bu bölümde balıkçı esnafı adı altında kimlerin yer aldığından, balıkçılığın işleyişinden, balık tutma yöntemlerinden, vergilendirmelerden de bahsedilmiştir. Bunun yanı sıra balıkçı emini ve himayesinde yer alanlar gibi önemli hususlar üzerinde de durulmaktadır. Beşinci bölümde ise balığın avlanmasından sonra nakliyesinin ve ticaretinin nasıl gerçekleştiği konusunda bilgi verilmiştir. Bu bölümde ticaretin yoğun olarak yapıldığı yerler açıklanmakta ve ticaret yaparken karşılaşılan durumlar da belirtilmektedir.
