Unmanned Aerial Vehicles (UAVs), being used commonly for military purposes, are getting more common for civil and commercial usages, too. In recently years, most of research departments and universities are studying to improve their own UAV with the control systems, improved by them with low cost-high performance avionic systems. Most of these studies aim to improve fully autonomous UAVs. UAV performance can be improved by increasing the autonomy on-board of the platforms in order to reduce the workload placed on the operators and users. The implementation of autonomy on UAV requires the application of innovative artificial intelligence methodologies those are reproducing human beings? learning, thinking and solving problem abilities as much as possible.In this thesis study, A prototype unmanned air vehicle (UAV) for flight testing of control algorithms and avionics of advanced UAV system development applications is developed, and a control algorithm is designed in order to hold the UAV, named Rascal, at a fixed altitude above the ground by using fuzzy logic control algorithms. Also, aerodynamic coefficients were figured out by using DDATCOM programme, to get as accurate as possible results. Additionally, FlightGear Flight Simulator is deployed in order to get cisual outputs that aid the designer in the evaluation of the controllers.

İnsansız Hava Araçları (İHA), askeri amaçlı olarak oldukça yaygın kullanımlarının yanı sıra, sivil ve ticari kullanımları da gün geçtikçe yaygınlaşmaktadır. Son yıllarda, havacılıkta kullanılan elektronik sistemlerin maliyetlerinin düşmesi ve performanslarının artmasına bağlı olarak birçok araştırma merkezi ve üniversite kendi geliştirdikleri kontrol sistemleri ile küçük boyutlu İHA çalışmaları yapmaktadır. Bu çalışmaların birçoğunda ortak amaç tamamen otonom bir İHA geliştirmektir. İHA operatörleri ve kullanıcıları üzerindeki yükü en aza indirebilmek için mümkün olduğu kadar otonom sistemler geliştirilmelidir. Bunun sağlanabilmesi için ise insanın öğrenme, akıl yürütme ve problem çözme gibi niteliklerini olabildiğince taklit eden yenilikçi yapay zeka yöntemlerine gerek duyulmaktadır.Bu tez çalışmasında, Rascal İHA için tamamen otonom bir sistem geliştirme çalışmalarında kullanılabilecek kontrol algoritmaları ve aviyonik sistemlerinin uçuş testlerini gerçekleştirmek amacıyla bir prototip çalışması yapılmış ve bu hava aracının yere göre sabit bir yükseklikte uçması için gerekli yükseklik kontrolcüsü tasarlanmıştır. Ayrıca DDATCOM programı kullanılarak gerekli aerodinamik katsayılar elde edilmiş ve bu sayılar yardımıyla gerçeğe en yakın sonuçlar elde edilmeye çalışılmıştır. Sonuçlar FlightGear isimli simülasyon programı yardımıyla görsel olarak da test edilmiştir.
