Abstract

Supervision of the performance evaulation is very significant by reason of thepublic administration since public bureaucracy has a great impact on the unwieldinessor fruitful working of the system.Today supervision is so important that existing supervision vehicles cannotmeet the requirements anymore. Performance evaulation fills the gap in the field ofsupervision vehicles and puts the man centre of the supervision,that is to say mancentredperformance evaluation takes shape according to the emloyee?s working tempoand success instead of regulations.Performance evaulation has a motivating feature too which consists of helpingrational use of inadequate public sources and distinguishing between the performence ofthe prolific and lazy emloyees and that?s why it is one of the sidnificant parts of themodern management tecniques.The purpose of this study is to show the contribution of the performanceevaluation to the supervision of the public bureaucracy and its feasibility on the publicadministration.Consequently, it is observed that the public supervision means are having adecreasing function gradually. It is thought that the performance evaluation is be able toused in the public administration, too. According to the results of the performanceevaluation practising of the Ministry of Health, while the total number of the ill peoplewho appeal for the health service is 57.161.341 in 1999 this number has increased to79.248.549 in 2004.vThis data and indications, make much more possible the feasibility of theperformance evaluation on the public administration.

Kamu bürokrasisinin denetlenmesi, kamu yönetiminin etkinliği açısındanoldukça önemlidir. Çünkü, sistemin hantallaşması ya da verimli çalışmasında kamubürokrasisinin etkisi büyüktür.Denetimin bu kadar önemli olduğu günümüzde, mevcut denetim araçlarıihtiyaçları karşılamamaktadır. Performans değerlemesi, diğer denetim araçlarınınboşluğunu doldurmakta ve kişiyi denetimin merkezine almaktadır. Yani, kişi merkezliolan performans değerlemesi, mevzuattan çok, çalışanın iş temposuna ve başarısınagöre şekillenmektedir.Performans değerlemesinin, kıt olan kamu kaynaklarının rasyonelkullanılmasına yardımcı olmak ve çalışan ile çalışmayan personeli ayırt etmekbakımından motive edici bir özelliği de bulunmaktadır. Bundan dolayı modern yönetimtekniklerinin önemli bir parçasıdır.Bu çerçevede ele alınan çalışmanın amacı, kamu bürokrasisinin denetlenmesindeperformans değerlemesinin katkısı ve kamu yönetiminde uygulanabilirliğinibelirtmektir.Sonuç olarak, kamu bürokrasisinin denetiminde kullanılan araçların etkinliğiniyitirdiği gözlenmiştir. Performans değerlemesinin, kamu yönetiminde dekullanılabileceği düşünülmektedir. Nitekim Sağlık Bakanlığının performansdeğerlemesi uygulamalarının sonuçlarına göre, 1999 yılında sağlık kuruluşlarındanhizmet alan hasta sayısı 57.161.341 iken, bu sayısı 2004 yılında 79.248.549'ayükselmiştir. Bu veriler ve göstergeler, kamu yönetiminde performans değerlemesininuygulanabilirliğini daha mümkün hale getirmektedir.
