This thesis attempts to periodization the state discourse in Turkey. Thereby, it is different from the studies which describe the state discourse in Turkey as a whole body. Again, this thesis claims that the state discourse in Turkey is not independent from the wider discourse all around the world. That?s why the thesis analyses the wider discourse as well.In Turkey, the state discourse which is the total of approved statements at the state level in a specific period can be divided into three. There are followings: dictatorial, militarist and neoliberal. All of these discourses are parallel with the wider discourses in the world.Dictatorial discourse was prevalent during the Fascist era which was dominant between the two world wars. Militarist discourse became dominant in the Cold War period while neoliberal discourse has became the state discourse in the world in which neoliberal economy and globalization are prevalent.Nationalist, authoritarian and state-centric statements and practices were common in the dictatorial discursive period. The system of national-chief, the practice of party-state, the overlapping of the public and private spheres and over-nationalized statements were characteristics of the period. During the militarist period, the military intervened to the political life three times and the militarization of political, economic and civil spheres became very common practice. This militarization process was put into practice in an atmosphere in which there was a deep-silence about the militarization.Lastly, the neoliberal discourse has privileged some practices and statements among the others. Free-market, non-governmental organization, the privatization of public enterprises were common practices and discourses during this period. In short, economic, political and civil spheres have been privatized along with minimum objection from actors.

Bu çalışma Türkiye'de devlet söylemini dönemleştirmeye girişmektedir. Bu nedenle Türkiye'de devlet söylemini tek bir söyleme indirgeyen çalışmalardan farklılaşmaktadır. Yine Türkiye'de devlet söyleminin içinde bulunduğu daha geniş ölçekteki hâkim söylemden bağımsız olmadığı da bu çalışmanın temel argümanıdır. Yine bu nedenle çalışma daha geniş ölçekte işleyişte olan hâkim söyleme de değinecektir.Belli bir dönemde devlet düzleminde geçerli olan ifadeler toplamı olan devlet söylemi Türkiye özelinde üç farklı döneme bölünebilir. Bunlar diktatöryal, militarist ve neoliberal söylemlerin hâkim oldukları dönemlerdir. Bu dönemler ile daha geniş ölçekte işleyişte olan söylemsel düzenler arasında bir paralellik vardır. Diktatöryal söylem Faşist dalganın etkin olduğu iki dünya savaşı arası dönemde etkin bir söylem olmuştur. Militarist söylem Soğuk Savaş'ın etkisi altında gelişmiş ve neoliberal söylem küreselleşme ve neoliberal ekonominin etkin olduğu bir dünyada hâkim bir konum kazanmıştır.Diktatöryal söylemin geçerli olduğu dönemde milliyetçi, otoriter, merkezi, devleti kutsayan, partiyi merkeze alan ve çoğulculuğu reddeden söylemler göze çarpmaktadır. Darbeler, darbelerin ardından süren askeri vesayet dönemleri, askerin ağırlıkta olduğu kurumların sivil siyaseti kat etmesi, askeri yöntemlerin sivil alanda kullanımı gibi durumlar militarist dönemin temel pratikleri olmuşlardır.Neoliberal dönemde ise devletin küçülmesi, serbest pazar, özelleştirme, ekonomik, politik ve kültürel alandaki rekabet, etkin, verimli ve sonuç odaklı yönetim gibi söylemler devlet söylemini karakteristik özelliğini oluşturmaktadır. Bu dönemler arasında anlamlı bağlantılar olmadığı gibi, bir dönem diğerinin devamı olarak da ele alınmamıştır. Sonuç olarak çalışma, Türkiye'de devlet söyleminin Cumhuriyet dönemi boyunca aynı dile getirmelerin belirlediği bir bütünlük değil aksine farklı söylemsel dönemlere bölünebilen bir şey olduğunu ileri sürmektedir.
