Abstract:

One of the noteworthy issues in international law is countermeasures. Among the countermeasures taken by states, reprisal has been the subject of significant debates due to the illegality as an element of its definition. One of the most prominent points of these debates is whether or not the use of force can be included among the methods of reprisal. The war between the Russian Federation and Ukraine, which has been going on for more than three years, has been generally taking place within the state territory of Ukraine. The only exception to this fact is the Kursk Operation, which Ukraine carried out within the borders of the Russian Federation. The operation in question has been assessed noteworthy due to the fact that it was an unexpected act according to international community and the Russian Federation. The Kursk Operation will be evaluated below in terms of the concept of reprisal.
