 This research was conducted in order to identify the problems faced by the founding principals during the establishment of private pre-school education institutions. The research was carried out in private pre-school education institutions in Kocaeli in the 2021-2022 academic year. The research was carried out in the case study pattern, which is one of the qualitative research techniques. The study group consists of twenty people and was determined by using the criterion sampling method. In the analysis of the data obtained, the descriptive analysis technique was preferred. According to the results, the founding principals; the number of documents and reports requested by the MEB is high, the renovations take a long time, the license process is long, the renovation costs are high, the difficulty in finding a building in a central location, the qualified assistant personnel, it has been determined that they encounter problems such as being low, lack of experience and high promotional costs. The solution proposals developed by the founding directors for the problems they faced were determined as making the procedures clear and simple, providing incentives for buildings, land and rent by the government, and supporting the MEB to recruit personnel.

 Bu araştırma, özel okul öncesi eğitim kurumlarının, kurulum aşamasında, kurucu müdürlerin karşılaştıkları sorunları tespit etmek amacıyla yapılmıştır. Araştırma, 2021-2022 eğitim öğretim yılında Kocaeli ilinde bulunan özel okul öncesi eğitim kurumlarında gerçekleştirilmiştir. Araştırma, nitel araştırma tekniklerinden biri olan durum çalışması deseninde yürütülmüştür. Çalışma grubu, yirmi kişiden oluşmakta olup ölçüt örneklem yöntemi kullanılarak belirlenmiştir. Araştırmadan elde edilen verilerin analizinde betimsel analiz tekniği tercih edilmiştir. Elde edilen sonuçlara göre kurucu müdürlerin en fazla MEBin istediği belge ve rapor sayısının fazla olması, tadilatların uzun süre alması, ruhsat alma sürecinin uzun olması, bina kiralama maliyetlerinin yüksek olması, tadilat maliyetlerinin yüksek olması, merkezi konumda bina bulma zorluğu, kalifiye yardımcı personelin az oluşu, deneyim eksikliği ve tanıtım maliyetlerinin yüksek olmasına yönelik sorunlarla karşılaştıkları belirlenmiştir. Kurucu müdürlerin karşılaştıkları sorunlara yönelik geliştirdikleri çözüm önerileri ise prosedürlerin anlaşılır ve sade hale getirilmesi, devletin bina, arsa ve kira teşviklerinde bulunması ve MEBin personel alımına destek vermesi olarak tespit edilmiştir.
