Abstract:

The practice of medicine considered ancient in Tunisia, and the local, Greek, Islamic, and later European medical heritage has been intertwined in this practice. The issue of quarantine or quarantine has been the focus of a great social and religious controversy between Muharram and Halal, and the quarantine system has contributed to combating epidemics, both in Europe and in the Tunisian countries. From the unpublished document we examined, we conclude that the political actor in the Tunisian country is aware of the importance of modernizing and rationalizing health practices. Protecting the country from epidemics and diseases is the most important reason for establishing the Health Council, as “the only means of prevention is absolute isolation and retirement.” This document provided us with important aspects of quarantine technology, whether administratively or hygienically. The importance of this institution lies in the history of its establishment first, one year before the arrival of French colonialism. Secondly, in the nature of the strict administrative and health organization of this institution. The supervisors of Azarit tried to protect the Tunisian country from incoming epidemics, while preserving economic transactions and the flow of goods. The issue of epidemic and infection is no longer confined to its religious and fatal aspect, but has become a medical practice based mainly on prevention, sterilization, protection, and then treatment.
