Abstract:

The public personnel regime in Turkey has many problems that have been ongoing for years and gradually become chronic and rooted. It is stated that as a result of the contradictory regulations made over time in the Civil Servants Law, which forms the basis of the public personnel regime, the law has lost its original form and has become complex and grift. Amendments to the law were often made with daily impulses rather than an integrative perspective, lacking a fundamental understanding and conceptual insight. From this point of view, it does not seem possible to solve the chronic problems of the public personnel regime. Considering that most of the problems in the personnel regime are systemic, this study aims to examine the before mentioned problems in terms of career and merit principles, which are the basic tenets of the Civil Servants Law and therefore the public personnel regime.
