Abstract:

In a
process that began to gain increasingly importance of international efforts to
find solutions to transboundary environmental problems, it was observed that
the United Nations has taken an important step with the UNFCCC in this regard.
The convention, opened for signature by the UN at the United Nations Conference
on Environment and Development in Rio in 1992, entered into force on 21 March
1994 with the approval of the countries. Since the entry into force of the
UNFCCC, “the parties conference (COP)” has been organized every year and 24
“parties conference” has been held in different cities of the world until the
end of 2018. The aim of this study is to determine what kind of developments
have experienced within the UN on the problem of climate change, and how much
could be done. Especially for this, it will be referred to the conferences,
agreements, protocols and agreements that are held under the auspices of the UN
and the UNSC’s approach to the problem of climate change.  In this context, the UNFCCC will be examined
and considered as an important beginning, and it will be approached in more
detail to the Paris Agreement and the Kyoto Protocol, which is the product of
the two parties conference.

Sınıraşan
niteliğe haiz çevre sorunlarına uluslararası düzeyde çözüm arama uğraşlarının
giderek önem kazanmaya başladığı bir süreçte, Birleşmiş Milletler’in, İklim
Değişikliği Çerçeve Sözleşmesi/BMİDÇS (United Nations Framework Convention on
