Abstract:

The wave of reforms that became influential worldwide in the late 20th century began to impact Türkiye in the early 2000s. These reforms led to legal regulations that strengthened the authority and resources of local governments, primarily municipalities and special provincial administrations, making them more financially and administratively autonomous. Municipalities, in particular, emerged as the prominent type of local government. However, due to social, political, and economic developments in the country, municipalities have been the first institutions to be affected by new legal regulations, which have reshaped their duties, powers, and responsibilities. One of the most important legal regulations for municipalities in Türkiye in recent years is Law No. 6360. The main purpose of the study is to reveal how the local people perceive the transformation that has occurred in Gümüşlük, which was abolished as a legal entity and turned into a neighbourhood of the Bodrum district with the 2014 Local Administrations General Elections. The study is a continuation and complement to the first study conducted before the closure decision was implemented. A questionnaire was applied to 404 people selected by a random sampling method from the research population, and the data obtained were interpreted by frequency analysis using the SPSS program. As a result of the analyses, it was concluded that the satisfaction level of the people of Gümüşlük towards local services decreased compared to the pre-2014 period, and the closure of the municipality was seen as the most important factor in this. This study, which also allows comparison with the results of the first study and is the first empirical research in the field, is considered to make a great contribution both to researchers who will work on this subject and to the local administrators of the cities in the region and in similar situations.
