Abstract:

Immigration represents the movement of individuals or groups from one place to another in search of better social, economic, and security conditions. It is an ancient human practice, where people migrated freely until the industrial revolution and subsequent developments in local and international laws, which imposed passports and entry visas, limiting the movement of individuals and groups and thereby restricting legal immigration. This contributed to the emergence of parallel immigration, known as illegal or clandestine immigration.
In the case of Algeria, the high rate of clandestine immigration has been fueled by economic, social, political, cultural, and security conditions, pushing various social classes to engage in such behavior. Therefore, similar to other countries affected by this phenomenon, Algeria has sought to adopt measures at different levels (local, national, and international) to curb this scourge. However, in the absence of objective diagnosis derived from understanding the motives of these illegal immigrants and knowing the causes and reasons for their immigration, any action would be incomplete.

The phenomenon of clandestine immigration is a serious problem threatening Algerian society and requires analysis and research, especially considering that those engaging in clandestine immigration (harraga) come from various social classes. Some attribute this phenomenon to economic reasons (housing crisis, unemployment), while others attribute it to political, security, or historical reasons. With all these interpretations of the phenomenon, there is an increasing need to understand the root causes of the problem through research into the direct and indirect factors leading to this phenomenon and to mitigate its consequences, which have claimed lives and depleted capitals.
