Abstract:

There have been figures in our recent history who played crucial roles but were forgotten and almost no one remembers. Ahmet Rifat (Çalıka) Bey is one of those figures. He became Mayor of Kayseri in 1914 when he was only twenty-seven and served until 1919. He also led the foundation of Kayseri Committee of Defense of National Rights (Kayseri Müdafaa-i Hukuk-ı Milliye Cemiyeti). He was elected for the last Ottoman Parliament after the Sivas Congress. Then he was elected for the Grand National Assembly as one of the Kayseri deputies in 23 April 1920. While he was in the Second Group of the First Assembly which led the War of Independence he was elected as the Minister of Justice when he was 35. He acted as Minister until the Assembly abolished itself. Ahmet Rifat Bey ended his political career after he served as the Mayor of Kayseri during 1924-1925. Afterwards, he worked successfully in private sector. Ahmet Rifat Bey who was left to forgottenness despite his successful career, came to light a bit after his eldest son, Hurşit Çalıka, published his father’s biography “Memoirs of Ahmet Rifat Çalıka: Minister of Justice During the War of Independence” in 1992. In this study, we will present the deeds of a character who played important roles during the foundation of Turkey.

Ayrıca, Kayseri Müdafaa-i Hukuk-ı Milliye Cemiyetini kurmuştur.
