Abstract:

Social work is a profession and discipline that is closely related to the elements of social policy in terms of its emergence. The union and social work relationship emerged concretely at the end of the 19th century, and social workers engaged in labour union activities particularly in the United States. Collective labour agreements have gained an important place in the social rights of workers since past periods. It is thought that non-wage issues, which is one of the deficiencies of today's labour unionism, should be reshaped in line with the needs of the work-ers. Therefore, the general purpose of the study is to reveal the lack of social work perspective that stands out in collective labour agreements. For this purpose, 42 collective labour agree-ments, which were signed by two labour unions which is in the top three in terms of the number of members operating in general affairs and shipbuilding and marine transportation, storehouse, and warehousing business were examined from the generalist social work per-spective by using the document analysis method. Content analysis method has been used to analyze the data. According to the result of data analysis, it was determined that the systems related to the workers were handled only on wage, non-working life was not given enough importance, and the lack of social work perspective in collective labour agreements has been determined.

Sosyal hizmet ortaya çıkışı itibarıyla sosyal politikanın unsurlarıyla yakından ilişkili bir meslek ve disiplindir. Sendika ve sosyal hizmet ilişkisi 19.yy’ın sonunda somut olarak ortaya çıkmış, sosyal hizmet uzmanları özellikle ABD’de sendikal faaliyetlerde bulunmuşlardır. Toplu iş sözleşmeleri geçmiş dönemlerden beri işçilerin sosyal hak kazanımlarında önemli yer edinmiş-tir. Günümüz sendikacılığının eksikliklerinden biri olan ücret dışı konuların işçilerin ihtiyaç-ları doğrultusunda yeniden şekillendirilmesinin gerekli olduğu düşünülmektedir. Dolayısıyla araştırmanın genel amacı, toplu iş sözleşmelerinde göze çarpan sosyal hizmet bakış açısının eksikliğini ortaya koymaktır. Bu amaçtan hareketle belge incelemesi yöntemi kullanılarak, genel işler iş kolunda ve gemi yapımı ve deniz taşımacılığı, ardiye ve antrepoculuk iş kolunda faaliyet gösteren ve alanlarında üye sayısı olarak ilk üçte yer alan iki işçi sendikasının son üç yılda imzaladığı 42 toplu iş sözleşmesi genelci sosyal hizmet perspektifinden incelenmiştir. Verilerin analiz edilmesinde içerik analizi yöntemi kullanılmıştır. Veri analiz sonuçlarına göre, işçilerin ilişkili olduğu sistemlerin yalnızca ücret üzerinden ele alındığı, iş dışı yaşamın yeterince önemsenmediği, toplu iş sözleşmelerinde sosyal hizmet bakış açısının eksikliği tespit edilmiştir.
