Abstract:

Government policies in times of crisis, such as wars, famine, earthquakes, pandemics, and social actions, are much more critical in terms of state-society relations than in regular periods. To the extent that the ruling elites, together with experts, can guide the crisis in overcoming it quickly and with minimal damage to the health and economy of the society, trust in the governmentleader increases; otherwise, it decreases. No matter how painlessly the crisis periods are overcome, over time, they lead to erosion in the sense of trust in the administrations of the period and can lead to permanent changes in the domestic and foreign policies of the states. Although the COVID-19 Pandemic is not as long and deadly as other epidemics in history, it has become one of the crises that put the world in the most challenging situation after the Second World War with its global spread. The COVID-19 Pandemic structurally changed not only the period 2020-2022, when it was active, but also the near future, as it created peoples sense of mask, distance, and cleanliness against diseases, the digitalization of education, politics, and economy, the transformation of business life and the criticisms directed at globalization to gain more depth. This study examines how the COVID-19 Pandemic affected and changed domestic and foreign politics. Specifically, Germany and the political and economic debates in the European Union are analyzed by taking into account the structural transformation and future of the Union. With the pandemic, distance education, working from home, digitalization of the service sector, transformation of health, etc. Although these practices are entering daily life, new economic and political transformations are expected in the near future, such as radical changes in the EUs supply chains and partners in terms of international relations and economies, regionalization in the field of raw materials and production, and the increase of localization elements without breaking away from the global system.
