Abstract:

A number of researchers and academics are quite to the new path that emerged from the negotiations that took place on the conventions banning landmines and cluster munitions, on the grounds that this new path has a large and important part in the way of multilateral negotiations. we addressed through this research on a number of important topics that will highlight the change that has experienced commissioners as well as an impact on the pattern of future negotiations, which will be looking at what may be referred in more studies and research to New Diplomacy, which came rules imposed by the negotiating parties did not have any account in the international equation, we mean here the role of middle powers and non-governmental organizations, which last went to the opposite of what it was in the past and talk here about the U.S. controlling the path of Western European politics, including specifically the path and the former Soviet on the countries of Eastern Europe. On the other hand, we looked into new dimensions on which the negotiations when the course of negotiating the Ottawa and Oslo, which ended up to the conclusion of two agreements the world is still surprised them, especially mainly the human dimension that stained by these negotiations, the impact on the emergence of new global trend whereby ban arms as a top priority, rather than compliance. It is through access to the report, which was prepared by the UNDP, which identified the specific elements that represent a clear threat to human security. The question arises about the aspects of the relationship between the reported aspects of the threat that link between human security on the one hand and the mine ban anti-personnel landmines and cluster munitions on the other?. The answer to this question lies in the study of the impact of these weapons and are closely linked with all the mentioned elements of human security, the resulting economic impact is the presence of large numbers of landmines and unexploded ordnance that constrain and to a large extent the economic development in most countries affected because of (margin), which is linked to the rest of the aspects of human security, it cannot talk about the existence of environmental security, while being fertile agricultural land in countries that have suffered from the existence of vast quantities of mines and cluster munitions have been used, some of them more than two decades, and can be exploited, and cannot speak about the existence of personal security and health after he confirmed that the use of these two boarding teams cannot control them or provide adequate protection to civilians living near the (military targets), let alone on migration, caused by these weapons, which carries with it psychological effects, social and economic consequences (margin). And thus have a clear relationship between these weapons and the devastating effects caused by human security, some may wonder why the focus was on the prohibition of landmines and cluster munitions, while there is the threat of weapons of the same cause as no more human security? we answer to that : is simply that the international armed conflict and international non-use of these two saw two weapons are too large and thus have ownership of the lead at the international forums that dealt with the effects of weapons on human security Finally we hope that this research will fill the gaps on these critical issues, as we fund, little Arabic researchers or academics focusing on disarmaments studies and multilateral negotiations. \.
