Abstract:

Taking up different duties in the administration of the Ottoman State, had to fulfill the obligations that they were responsible for. The administrators appointed by the will of the sultan were directly responsible for the problems that might have occurred in the authorities they were responsible for and were exposed to various sanctions. One of the sanctions imposed as a result of the misconduct or inadequate management of the administrators was to be dismissed and to live in a different region as ordered by the sultan. Some of the administrators, whose duties were canceled and who were asked to live in the specified region, could be appointed to a new task by the order of the sultan, or they could live in the region in question as long as they lived. It is also seen that the compulsory residence sanction was applied to the administrators who were insufficient in performing their duties due to old age and illness. In this practice, which was also regarded as a kind of retirement, those who had been dismissed were given the chance to choose their place of residence and these places could also be determined by the authority.

The main reason for the implementation of this sanction was to prevent the dismissed administrators from causing trouble in the regions they were in and to keep them under control. Administrators, who had power and influence in their regions, could cause troubles after they were dismissed. Besides, it was seen that these administrators tried to occupy their positions by using force. The forcible seizure of these posts by these people caused new problems and increased unrest. With the obligatory residence practice in order to prevent such troubles in advance, the Ottoman State attempted to prevent the emergence of such events. Even though some administrators still maintained unwanted behaviors after they had been forced to reside in other places it is seen that the practice was successful in general. Therefore, it is seen that the Ottoman State accomplished preventing the problems that were possible to occur with the help of this practice. Furthermore, the act of conforming to the commands after dismissal took the form of a test for their commitment to the Sultanate.
