Abstract:

 تنفيذا لخطة التنمية المستدامة لعام 2030، بما في ذلك الهدف رقم 14 حول "حفظ المحيطات والبحار والموارد البحرية واستخدامها على نحو مستدام"، يوفر الاقتصاد الأزرق للدول الجزرية الصغيرة النامية الطريق إلى النمو الاقتصادي والتنمية المصممة لتعزيز سبل العيش للفقراء وخلق فرص العمل والقدرة على الصمود عبر مبادرة النمو الأزرق، لكن الإغلاق المطول للأنشطة الاقتصادية والسياحية على إثر جائحة كورونا أدى إلى خسائر كبيرة في الدخل القومي للدول الجزرية الصغيرة النامية بسبب الاعتماد المفرط على قطاع أو قطاعين اقتصاديين والعجز المالي المرتفع ومستويات الدين العام، وبينما تنصب الجهود على التعافي من الوباء، أصبح من الضروري ابتكار آليات تمويل جديدة لجذب الاستثمار المؤثر من أجل تنويع اقتصادات هذه الدول وبناء المرونة لمواجهة التحديات.
In implementation of the 2030 Agenda for Sustainable Development, including Goal 14 on “Conserve and sustainably use the oceans, seas and marine resources”, the blue economy provides small island developing States with the path to economic growth and development designed to enhance the livelihoods of the poor and create jobs and resilience through The Blue Growth Initiative, however, the prolonged closure of economic and tourism activities in the wake of the Corona pandemic led to significant losses in the national income of small island developing states due to excessive dependence on one or two economic sectors, high fiscal deficits and public debt levels. It is necessary to devise new financing mechanisms to attract impactful investment in order to diversify the economies of these countries and build resilience to face challenges.
