 We can argue that, dissidence from political parties become remarkably a common phenomenon of political life in Algeria and Morocco, we can notice also that different aspects have been drawn the causes of the outspread of this phenomenon in the two countries, in particular, political system characteristics in those countries contribute its power to conduct political parties’ sphere severely. In other words, political dissidence from political parties is a reflection to several fragilities within political structure of parties, such absence of democracy rituals in their organizational behavior. Otherwise, there have been many concerns emerged within political parliamentary in Algeria and Morocco, those concerns came from political itinerancy of parliament members, and its comprehensive impacts over the whole political process and institutions, and threatens also the credibility of political system itself.
                  لقد تفشت ظاهرة الانشقاقات الحزبية في الجزائر والمغرب بشكل جعلها من اهم سمات الممارسة الحزبية في البلدين، وهذا لعدة اسباب منها ما هو خارجي يتجسد خصوصا في طبيعة النظام السياسي ورؤيته لدور الاحزاب السياسية واهميته، وتدخلاته الرامية الى التحكم في المشهد الحزبي، بالإضافة الى عوامل داخلية مرتبطة خصوصا بغياب الديمقراطية داخل الاحزاب التي جاءت نتيجة ترسبات تاريخية وثقافية وتتجلى في اختلالات تنظيمية لا تسمح بالتعدد الفكري وحرية التعبير عن الراي والمساهمة في صناعة القرار، وتحول دون تكافئ الفرص في الوصول الى مواقع القيادة وتقلد المسؤوليات الانتخابية والتنفيذية . ومن أخطر مظاهر الانشقاقات الحزبية ما يسمى بالتجوال السياسي المتمثل في تغيير النواب لانتماءاتهم الحزبية التي كانت سببا في وصولهم الى المؤسسة التشريعية، مما يتسبب في اختلالات خطيرة على مستوى موازين القوى في البرلمان باعتبار عدد النواب المنتمين للحزب او الكتلة هو المعيار المؤسسي لتشكيل الهياكل البرلمانية، كما انها تؤدي الى اضعاف الاحزاب السياسية وتشكك في مصداقية الانتخابات وشرعية النظام بأكمله.
