The Echoing of the Voice of the Periphery in the Imperial Council: The Socio-Economic Crisis and its Effects on the Diyarbekir Province according to the Atik Şikâyet Defters (1650-1700)Atik Şikâyet Defters is one of the most important sources that allows the researchers to follow the problems in the Ottoman provinces in the seventeenth century, a period in which historians use the terms of crisis, change, and transformation to describe the Ottoman administration system. This defter series emerged due to the socio-economic transformation and bureaucratic developments in the second half of the century. It was a period in which the people of the provinces tried to find solutions to their legal problems via complaint mechanism by sending their complaints directly to the Imperial Council (Divân-ı Hümâyûn). Based on the systematic and through examination of thirty-one Atik Şikâyet Defters, covering the years 1650-1700, this study tries to highlight the complaints arouse in the Diyarbekir Province. This study demonstrates that even people living in the most remote villages of the province was able to direct their complaints to the Imperial Council in Istanbul to find solutions to their problems. This study also shows political, military, administrative and economic turmoil experienced by the Ottoman center was reflected and became reasons of many socio-economic problems in Diyarbekir Province in the second half of the seventeenth century. The negatives effects of these problems were seen not just in the provincial center but also in the surrounding settlements.

Osmanlı yönetim sisteminde kriz, değişim ve dönüşüm dönemi olarak tabir edilen XVII. yüzyılda, taşrada halkın karşılaştığı problemlerin takip edebileceği en önemli kaynaklardan biri Atik Şikâyet Defterleridir. Bu defter serisi, XVII. yüzyılın ikinci yarısında sosyo-ekonomik dönüşüm ve bürokratik gelişmeler neticesinde ortaya çıkmıştır. Söz konusu dönemde taşra halkı, maruz kaldığı haksızlık ve adaletsizlikleri şikâyet mekanizmasını kullanmak suretiyle Divân-ı Hümâyûn’a iletmiş ve çözümü merkezde aramıştır. Bu çalışmada, 1650-1700 yıllarını kapsayan otuz bir adet Atik Şikâyet Defteri, Diyarbekir Eyaletiʼnden bahseden hükümler bağlamında sistematik olarak taranmıştır. Tarama sonucu elde edilen verilerle Diyarbekir Eyaletiʼnde halkın şikâyetçi olduğu konu ve kişiler tespit edilmiştir. Yapılan çalışma neticesinde Diyarbekir’den Divân-ı Hümâyûn’a ulaşan şikâyet konularından tespit edildiği kadarıyla XVII. yüzyılın ikinci yarısında Osmanlı merkezinin yaşadığı siyasî, askerî, idarî ve ekonomik sarsıntı ve dönüşümlerin neticesinde tüm imparatorlukta olduğu gibi Diyarbekir eyaletinde de sosyo-ekonomik problemler ortaya çıktığı ancak Diyarbekirʼin en ücra köylerinde yaşayan kişilerin bile şikâyetlerini başkentteki Divân-ı Hümâyûn’a iletip sorunlarına çözüm aradığı görülmüştür. Eldeki veriler yaşanan kriz ve dönüşümlerin gerek eyalet merkezini gerekse çevredeki yerleşim yerlerini olumsuz yönde etkilediği sonucunu ortaya koymuştur.
