 The focal point in urban space planning and design is the needs of people. The urban environment can be regarded as an indicator of a developed society for a number of reasons, including the ease of access to services and facilities, technological developments, the presence of advanced infrastructure systems, and the availability of advanced transport lines. The physical environment is the main source for these features that urban spaces have or should have, and it is not unlimited. The main reality of todays cities is that the basic needs of people cannot be met with limited environmental resources. In this context, the rapid population growth in cities and the increase in construction and vehicle traffic have led to a decrease in walkable areas and have become increasingly inadequate. However, in addition to its positive effects on human health, walking is one of the prerequisites for people to perceive their environment. In addition, the decrease in walkable areas can also negatively affect the communication of people, who are social beings, with other people. For these reasons, it is necessary to increase the areas suitable for walking in the city. Although the primary task of sidewalks is to provide pedestrian circulation, in todays cities, sidewalks are often not suitable for walking due to many features, especially sidewalk widths and sidewalk heights. However, properly designed pedestrian sidewalks can encourage people to walk and benefit the people of the city with sub-goals related to walking. This multiple structure is similar to the modular structure of Goal Framing Theory. The space designs and urban reinforcements selected within the scope of the study were evaluated within the scope of normative goals in the context of not throwing garbage on the ground, directing people to move, and protecting wildlife. In the continuation of the study, within the scope of Normative Framing, an arrangement study of a pedestrian sidewalk in Atakum district of Samsun province was carried out by 3D modeling method, taking into account the width of the sidewalk, the height of the sidewalk, its relationship with its surroundings and the intensity of use. With this study, a pedestrian sidewalk landscape design proposal that encourages and enables walking is presented.

 Kentsel mekân planlaması ve tasarımında odak nokta insanların ihtiyaçlarıdır. İnsanların hizmet ve olanaklara erişim kolaylığı, teknolojik gelişmeler, gelişmiş alt yapı sistemleri, gelişmiş ulaşım hatları vb. birçok nedenle kentsel mekânlar gelişmiş bir toplumun göstergesi olarak düşünülmektedir. Kentsel mekânların sahip olduğu ya da sahip olması gereken bu özellikleri için fiziksel çevre ana kaynaktır ve sınırsız değildir. Günümüz kentlerinin başılıca gerçeği kısıtlı olan çevresel kaynaklarla insanların temel ihtiyaçlarının karşılanamamasıdır. Bu bağlamda kentlerdeki hızlı nüfus artışıyla yapılaşmanın ve taşıt trafiğinin artması yürünebilir alanların azalmasına ve giderek yetersiz hale gelmesine neden olmuştur. Oysa yürümek, insan sağlığına olan olumlu etkilerinin yanında insanların çevrelerini algılayabilmelerinde de ön koşullardan biridir. Ayrıca yürünebilecek alanların azalması sosyal bir varlık olan insanın diğer insanlarıla olan iletişimini de olumsuz etkileyebilmektedir. Bu nedenlerle kent içinde yürümeye el verişli alanların arttırılması gerekmektedir. Yaya kaldırımlarının birincil görevi yaya sirkülasyonunu sağlamak olsa da günümüz kentlerinde başta kaldırım genişlikleri ve kaldırım yükseklikleri olmak üzere kaldırımlar birçok özellikleri ile çoğu zaman yürümeye elverişli ortamlar olamamaktadırlar. Oysa doğru tasarlanan yaya kaldırımları insanları yürümeye teşvik ederek yürümekle ilişkili olan alt hedeflerle de kent insanına fayda sağlayabilir. Bu çoklu yapı Amaç Çerçeveleme Teorisinin Goal Framing Theory modüler yapısıyla benzerlik göstermektedir. Çalışma kapsamında seçilen mekân tasarımları ve kentsel donatılar; yerlere çöp atılmaması, insanların hareket etmeye yönlendirilmesi, yaban yaşamının korunması bağlamında, normatif hedefler kapsamında değerlendirilmiştir. Çalışmanın devamında Normatif Çerçeveleme kapsamında 3D modelleme yöntemiyle Samsun ilinin Atakum ilçesinde bulunan bir yaya kaldırımının; kaldırım genişliği, kaldırım yüksekliği, çevresiyle ilişkisi ve kullanım yoğunluğu göz önünde bulundurularak, düzenleme çalışması yapılmıştır. Yapılan çalışmayla yürümeye teşvik eden ve olanak sağlayan bir yaya kaldırımı peyzaj tasarımı önerisi sunulmuştur.
