Abstract:

Urban design (UD) is an operational process that involves organizing and implementing a holistic, sustainable conservation and development on the scale of livable, healthy, quality, accessible and usable spaces (city-neighborhood-neighborhood-street-building (building) and object) and an interdisciplinary approach. In this study, the legal dimension of UD and urban design guide (UDG) has been examined and some suggestions have been made. As a result; It was determined some deficiencies in this study includ, Upper-scale urban development plan and implementation not to be associated with the zoning plan, The authority unit in the local administration is not defined, The UD policies are not established yet, the project preparation procedures and principles are not completed yet, The authority and responsibility framework of the professional disciplines are not determined, The orientation and / or enforcement efficiency of the UD projects not defined, insufficient standards for spatial capacities to be used in urban design, Not defining economic resources during the implementation process, Not revealing the ownership relationship of design areas. In this context, by integrating urban planning with UDG are holistic, sustainable, feasible, stakeholder participation, support, authority, and responsibilities defined, more flexible, and creative thinking guide should help.
