Abstract:

Local administration is the main driver of state policies, and any change in the roles of the latter must necessarily be accompanied by a change in the functions of the local administration, in a way that is in line with the new role that is taking place within the state, the weakness of developing countries in progress is closely linked to the weakness of the administrative apparatus Irrigation despite Algeria's possession of many human potential and natural resources, and the weakness of these countries led to the contribution of these countries to the development of a set of strategies to address this deficit, and among these countries we find Algeria, which tried to diagnose the imbalances that exist at the level of local administration, and from it to reach To develop a set of criteria to reflect governance in the local administration in Algeria.
