Abstract:

The Arab region, similar to other different parts in the world, is subject to natural disasters; storms, very hot/cold weather fluctuations and drought. Moreover, volcanoes and tidal surges “Tsunami” are considered among the causes of destruction in our Arab region. If we give a look on the natural disasters history affecting the Arab region from the beginning of the last century “1900” to 2016, we will find that approximately 400 violent earthquakes have been recorded. The most destructive earthquakes resulted in highest casualties occurred in many areas in Algeria; Chelf and Boumerdes, and Morocco; Agadir earthquake. Also, our Arab region has greatly affected by the floods. During the period from 1964 to 2016, more than 56 floods hit many Arab countries; such as Tunisia, Sudan, Yemen, Somalia, Algeria, Morocco and Kingdom of Saudi Arabia. The location of the Arab world and the natural disasters affecting its countries have motivated the Arab Council of Ministers of Housing and Construction held in Algeria in April 1982 to approve a special program to be applied in the Arab world for the prevention of earthquake risks. This program beard the name: (Program for the Assessment and Mitigation of Earthquake Risk in the Arab Region “PAMERAR”). In 1987, the National Earthquake Engineering Center of Algeria has been established. Moreover, a network for recording the Seismic activity in Morocco, Algeria, Tunisia, Yemen, Iraq. Jordan and Syria has been prepared. In fact, the Arab world has witnessed a noticeable scientific renaissance. Specialists in many different fields; including the natural disasters prevention, have graduated from the Arab universities. Therefore, the Arab world has been more qualified to offer suitable solutions for any problem; both on the national or regional levels. These solutions are presented by coordinating the efforts of the concerned national bodies and competent specialists. The establishment of the Arab Center for the Prevention of Earthquakes and Other Natural Disasters Risks has been considered a positive step for continuing the League of Arab States efforts seeking to save the lives of the Arab citizens and protect the public and private property from the risks of the natural disasters. This center suggests the suitable technical solutions in cooperation with all Arab centers and universities. The world universities and organizations specialized in this field will participate in these endeavors.Lastly, the training, coordination and the expertise exchange will have a positive effect on the Arab citizen. Furthermore, the organization of joint exercises between the Arab countries or between Arab and foreign countries will assist in achieving the desired goals.
