Abstract:

Tanzimat had been a revisional period which beared different characteristics comparing to the previous terms of Ottoman fiscal history. Since state structure of the Ottoman Empire had been influenced by tanzimat movement, the newly-constructed institutions had emerged significant transformations at the traditional Ottoman Empire organizational structure. Dîvân-ı Hümâyun which used to be the highest office for state affairs, had lost its consultational and associational skills in time, was abolished by Mahmut II and replaced by ministries as in European counterparts. Ministy of finance had been one of the first ministries established. This also paved the way to construct a centralised governing units, based on ministries. After the year of 1840, ministery of finance had become the sole actor of the fiscal management and there had begun the centralised governing of all the revenues and the expenditures of the state. The main reason in establishing the ministary of finance was to collect the revenues and the expenditures of the empire, under one treasury as much as possible while terminating the multiple treasury structure. The purpose of this idea was to increase the tax revenues by discouraging corruption and other problems at the provinces. Besides, the basic target of centralization was the willingness to implement these institutional changes in all arounf the empire. This study -the change in the ottoman finance at the 19th century: fundamental bureaucratic changes and the founding of the ministry of finance- aims to explore the position of the ministry of finance in the central organization and the offices and the duties of the ministry within this organization in the year of 1840.
