Abstract:

The centre of Lazistan, which was one of the important centres of the Ottoman Empire in the Eastern Black Sea Region and was known as a sanjak since 1851, was Batumi. In 1878, it became Rize. With the Ottoman conquest of Rize, it reflected its construction activities and cultural influence to the region, and its importance increased with its becoming a sanjak centre. While many architectural structures are being built in the region, prisons are also noteworthy among them. Prison and criminal law system in the Ottoman Empire can be classified into two periods: before and after the Tanzimat. With the Tanzimat, improvements were made in the law system and prisons. The construction and reform of womens prisons is particularly important. The subject of the research is a womens prison that was planned to be built in the Sanjak of Lazistan. The documents related to the womens prison, which were identified as a result of research in the State Archives of the Presidency of the Republic of Turkey and which are limited in number in Anatolia together with its project, belong to the years 1911-1912. Previously, a room for women had been allocated in the first floor of the Government building in Rize, but later the construction of a womens prison near the building in question was considered. The two-storey building was designed as a ward without a courtyard and consists of a ward, laundry-kitchen, latrine and guard room. Considering the number of women prisoners and detainees between 1912-15, it was determined that the building remained in the project and could not be built.
