Abstract:

 

With the conquest of Thessaloniki in 1430, it found itself among the important centers of the Ottoman Empire in the Balkans until 1912 and it has grown steadily. Thessaloniki, which the Ottomans eventually made into the skyline of an “Ottoman city” within the framework of their policies, became a center where, under the wind of modernization, they sent representatives of the European Great Powers and created a mission here. In addition to the consulates of many other European political organizations in Thessaloniki especially with its port which is instrumental in its enormous influence in international trade, Romania also had a diplomatic agent.  Romania was one of the states that followed France, which sent a representative to Thessaloniki for the first time, and was in a hurry to manage its interests in the region through this. The administration in question also became an inevitable element of propaganda, intelligence activities and other issues when consuls were involved or positioned as agents. For this reason, it was seen that the consuls, who were the chief of diplomatic missions, were people who took different interests apart from conducting international relations. In this context, the purpose of the study is what activities the Romanian Consul in Thessaloniki engaged in other than being an executive agent of diplomacy. The main focus of the research is the revealing other developments that the consulate is interested in and involved in, rather than the opening of the Romanian consulate, what its institutional values or diplomatic activities are.

 

Selanik, 1430 senesinde fethedilmesiyle birlikte 1912’ye kadar Osmanlı’nın balkanlardaki önemli merkezleri arasında kendine yer bulmuş ve devamlı olarak büyümüştür. Osmanlıların zamanla, uyguladıkları politikalar dahilinde bir “Osmanlı kenti” siluetine büründürdükleri Selanik, modernleşme rüzgarının da etkisiyle Avrupalı büyük güçlerin temsilciliklerini yolladıkları ve burada bir misyon teşkil ettikleri bir merkez haline gelmiştir. Özellikle bünyesinde barındırdığı ve uluslararası ticarette ziyadesiyle etkili olmasına vesile olan limanı ile Selanik’te diğer birçok Avrupalı siyasî teşekküllerin konsolosluklarının yanı sıra Romanya’nın da bir diplomatik aracısı bulunuyordu. Romanya, Selanik’e ilk kez temsilci gönderen Fransa’yı takip eden devletler arasına katılmış ve bölgedeki çıkarlarını burası üzerinden yönetme telaşesi içerisine girmişti.  Söz konusu yönetim aynı zamanda işin içerisine konsolosların girdiği yahut birer aracı olarak konumlandırıldıkları vakit propaganda, istihbarî faaliyetler ve diğer hususlar neredeyse kaçınılmaz bir öge haline geliyordu.  O nedenle diplomatik misyonların baş amiri olan konsolosların da uluslararası ilişkileri yürütmekten çok farklı meşgaleleri ilgi alanlarına almış kimseler oldukları görülmekteydi. Bu kapsamda çalışmanın amacı, Selanik’te bulunan Romanya Konsolosunun diplomasinin yürütücü bir aracısı olmasından başka ne gibi faaliyetlerde bulunmuş olduğudur. Araştırmanın esas olarak odak noktasına almış olduğu kısım buradaki Romen konsolosluğunun açılışı, kurumsal değerleri veya varoluş amacı olan diplomatik faaliyetlerinin neler olduğuyla birlikte konsolosluğun ilgilendiği ve dahil olduğu diğer gelişmelerin ortaya konmasıdır.
