Abstract:

 حاولنا من خلال هذه الدراسة معرفة متطلبات ترشيد الإنفاق العام ومبادئ تطبيق الحكم الراشد مع التركيز على حالة الجزائر. ومن أجل ذلك خصصنا المحور الأول للتعرف على الإنفاق العام وتوضيح الأسباب المؤدية إلى زيادته؛ ومن ثم تطرقنا في المحور الثاني إلى الحكم الراشد ودرسنا أهم مؤشراته؛ وفي الأخير قمنا بدراسة تحليلية تتضمن تطور مؤشرات الحكم الراشد في الجزائر من 2006 إلى 2016 وأهم التحديات التي تواجه الحكم الراشد في الجزائر، كما حاولنا عرض وتحليل تطور الميزانية العامة في الجزائر خلال الفترة 2007_2015، ومن أهم النتائج المتوصل إليها أن الجزائر لا تزال تفتقد إلى العديد من مقومات الحكم الرشيد، دون التحدث عن غياب كل مقومـات التنسـيق والمشـاركة والشراكة بين أفراد المجتمع (سلطة وشعب وبالتالي يجب إتباع إسـتراتيجية جديدة تقوم أولا وقبل كل شيء على إعادة إحياء الضمير المهني وحب الوطن
Through this study, we tried to know the requirements of rationalization of public spending and the principles of applying good governance, focusing on the case of Algeria. To this end, we devoted the first axis to identifying public spending and clarifying the reasons leading to its increase; then we touched on the second axis to good governance and we studied its most important indicators; and in the last we undertook an analytical study that includes the development of indicators of good governance in Algeria from 2006 to 2016 and the most important challenges facing governance The adult in Algeria, as we tried to present and analyze the development of the general budget in Algeria during the period 2007-2015, One of the most important results reached is that Algeria still lacks many elements of good governance, without talking about the absence of all the elements of coordination, participation and partnership between members of society (authority and people and therefore a new strategy must be followed based first and foremost on reviving the professional conscience and patriotism.
