Abstract:

Participatory democracy, constitutionally enshrined in the Algerian constitutional amendment of 2016 and the Moroccan Constitution of 2
is a complementary means of representative democracy to avoid its shortcomings between citizens and local elected officials through
continuous involvement of the citizen in the conduct of public affairs.
The concept of participative democracy at the local level is supposed to reflect mechanisms to allow citizens and the various actors
to participate effectively in running the elected council. However, when we study this mechanism in Algerian legislation, the lack of
constitutional and legislative interest has not yet been established.
KEY WORDS: Municipal, elected council, representative democracy, representative democracy crisis, participatory democracy.
