Abstract
This study sought to highlight the concept of digital transformation and then explain its relationship with cultural change, as well as the difference between them, leading to a statement of the necessity of creating cultural change accompanying the desired digital transformation, which can only occur through specific mechanisms related to the age stage of the sector.
For this purpose, a descriptive approach was followed to describe this transformation and the basic elements that must accompany it to make it successful. The study aimed to explain the most important things necessary for the success of this transformation in the Algerian higher education sector, so that the importance of preparing the digital society and cultural readiness for the success of this transformation was demonstrated.
