Abstract:

In this article, we sought to track and clarify the use of the science of collapse in Arabic literature (political, social, historical...), but we did not find any reference that establishes this science and uses this term in a clear way despite the abundance of research on the theme of collapse in general. Therefore, we resorted primarily to the Western scientific establishment through an inventory of the most important studies interested in this specialty, with a focus on the collapse theses produced around the institution of the state and the institution of the empire. The article is based on a basic problem, which is: What is the difference between the collapse of the institution of the state and the collapse of the institution of the empire? It has become clear to us that the difference between the collapse of a state and the collapse of an empire is the degree of influence of variables, their intensity and strength. The state is affected by internal balances (poverty, wealth, epidemics, etc.) more than external influences (external competitors, changes in economic balances, wars, etc.), unlike the empire, whose existence depends on an idea rather than on precise borders, a specific race or a specific language. Thus, the empire can lose geographical areas or deal with internal revolutions or its inhabitants can suffer from poverty and lack of social security without collapsing. Unlike the state, which is more of an apparatus than an idea, it depends on precise foundations to legitimize its existence, including language or race and borders instead of boundaries, in addition to its narrow area, unlike the empire. Therefore, the margins of maneuver for the empire are wider legally (religious code instead of constitution), geographically, linguistically and ethnically. In addition, the state is more focused on the level of its administrative apparatus, which makes it easier to control (through an internal revolution, for example), unlike the empire, which relies primarily on decentralization, which makes it difficult to control its governing apparatus.
