 تشهد وظائف الدولة تحولات متلاحقة في العالم المعولم اليوم، والتي كانت سببا في مراجعة طبيعة الأبنية والتأثيرات المختلفة في الدولة، وهو ما أوجد تفسيرات ومقاربات مختلفة حاولت أن تدرك أبعاد التأثير وعمقها. ويأتي في سياق هذا الاستيعاب والتوضيح مفهوم الابتكار بمختلف صيغه وصوره، كأحد المتغيرات التي تمنح آليات تفسيرية تصب في فهم الأبعاد التي أسهمت في الانتقال بالدولة من صورتها التقليدية إلى مفهوم الدولة الذكية، التي تعد النقلة الأكثر ارتباطا بواقع التقنية والتطور السيبري المفتوح أمام الدول والمجتمعات والذي تأثرت به الدولة وألزمت بمسايرته وصنع التأثير فيه وتطويع التأثر النتاج عنه.
                  In the actual globalized world, the state’s functions have witnessed successive shifts. These were the causes of an examination of the nature and influences of the state. This has created different interpretations and approaches in an attempt to achieve the size and depth of influence. In this context, there is the concept of innovation, in different forms and manifestations, as one of the variables that provide explanatory mechanisms for understanding the dimensions that helped pass the state from its traditional form to the notion of an intelligent state, which resembles most closely associated change in technology and evolution of an open cyber for states and communities that have been affected by this transition. For this, the state was forced to accompany, influence, and adapt its vulnerability.
                  Dans ce monde globalisé d'aujourd'hui, les fonctions étatiques vu des décalages successifs, et qui ont été les causes d'une examinassions de la nature et les diverses influences de l'Etat. Cela, a créé des interprétations différentes et des approches pour tenter de réaliser les dimensions et la profondeur de l'influence. Dansce cadre, il y a le concept de l'innovation dans ces différentes formules et manifestations comme l'un des variables qui donnent des mécanismes explicatifs pour la compréhension des dimensions qui ont contribué à transmettre l' Etat dans forme traditionnelle à la notion d'une Etat intelligente, qui ressemble un changement le plus étroitement associé par la technologie et l'évolution de cyber ouvert pour les Etats et les communautés qui ont été affectées par cette transition. Pour cela, l'Etat a été obligée de l’accompagner, l’influencer et l'adapter.
