 Abstract:
This study critically evaluates Ethiopia's approach to the filling and operation of the Grand Ethiopian Renaissance Dam (GERD) within the scope of international law governing transboundary watercourse management. Focusing on the complex legal and diplomatic tensions between Ethiopia, Egypt, and Sudan, it analyzes Ethiopia's unilateral actions in light of international legal principles, such as equitable utilization, no significant harm, and the necessity for cooperation among riparian states. The research situates Egypt's reliance on colonial-era agreements alongside Ethiopia's assertion of its sovereign rights, exploring how these competing arguments challenge the application and enforcement of international legal frameworks. By assessing the implications of the GERD conflict for economic development, regional stability, and environmental sustainability, the study seeks to identify the extent to which international law offers viable solutions for equitable resource management and conflict resolution.
