Abstract:

The 1991 popular uprising was a watershed in the modern history of Iraq, and with it, as Iraqis like to say, “the barrier of fear is broken,” so the masses came out for the first time since 1968 CE, calling for the fall of Saddam, the fall of the ruling Baath Party, and the fall of the despotism represented by the person of Saddam Hussein; The one who turned Iraq into a large prison, the one out of which is born and the rest is lost, so he killed scholars and thinkers, slaughtered men and women, and led some of them into fierce wars, fought with them in Iran, and invaded Kuwait for the sake of oil and land. After all, the uprising against him is completely normal. As a result of internal interactions and not due to external factors, the uprising was spontaneous and unorganized in its origin, and the leadership was not at the required level, dispersed and penetrated, the goals are unclear, religious support was not that strong, the Iraqis did not rise in all their sects to shake off dust Dictatorship, a clear message obtained by regional and international powers. Removing Saddam from Kuwait and breaking his military teeth is a declared and only goal. Without trimming his nails that were clipping with a branch. When the US President stood by idle towards the suppression of the uprising After inciting him to come out of power in Iraq, he can do everything, while not allowing Iran to proceed with his exploitation of the uprising. Many factors prevented the provision of support for the uprising, the most prominent of which was the Arab rejection, which preferred the survival of Saddam Hussein over the Shiites assuming power. The winds of change did not come at this stage to keep the Iraqi people captive to the rule of the tyrant.
