Abstract:

The establishment of ayanlik, which emerged from the end of the 17th century and after some dynasties were officially assigned by the government in 1726, began to develop as a result of the struggle of local families to come to the fore. As a result, the Ottoman Empire had to give some concessions to many provinces and to the powerful groups within those provinces. For this reason, powerful sections have formed political sovereignty areas that can be considered independent in most regions of Anatolia and Rumelia against the center. Thus, towards the middle of the 18th century, ayans began to be seen first in important sanjaks and kazas, and then in almost every part of Anatolia. In this framework, ayan-style state administration began to emerge. it has become a social necessity for the wealthy and populated people of every region, from more densely populated living areas to towns and even villages, to create a hierarchy within themselves in the context of the responsibility they take from the central government. The increasing instütion of ayanlik has come to question the central power. The Ottoman Empire has a perspective that prioritizes central power since its foundation. In this study, the emergence, development and effects of the ayans that left their mark on a period in the context of the center-periphery relationship will be emphasized.
