Abstract:

Internal migrations which can be defined as long-term relocations within the borders of a country, are necessary for development because they make manpower and capital that are needed for production meet, and they are also necessary for urbanization since they cause people gather around the cities. In other words, it is possible to say that internal migrations accelarated the transiton from agrarian society to industrial society and then the transition from industrial society to information society. On the other hand, unless the process managed well, internal migrations can cause psychological complaints for the migrants; can turn the source settlements to “ghost cities” and may heighten crimes seriously -especially property crimes (all kinds of burglary, vandalism, usurpation etc.)- in the cities of destination and all these mentioned here have negative effects on safety and public order. Internal migrations in Turkey had begun in 1950’s almost in parallel with agricultural mechanization, continued with an accelarating speed until 2000’s on a route that begins from the northern and eastern Turkey and ends in western, southern and north-western Turkey. Although internal migrations has slowed down in 2000’s, some cities, for example Ankara, İstanbul, İzmir, Kocaeli, Tekirdağ, Antalya and Bursa continued to be attraction centers for their peripheries. Both in this group of cities that continue attracting migrants and in the group of cities that are not atracting migrants for now - such as Adana and Mersin- but hosting too many migrant population, internal migration is emerging as a negative factor for ensuring safety and public order.
