 In the 19th century, the effective use of inland waters for transportation became a significant topic in Europe. Several projects were undertaken to make rivers suitable for transportation. The Ottoman Empire, particularly from the Tanzimat Period onwards, initiated similar efforts regarding its rivers. However, it is known that many of these projects remained inconclusive. The endeavors related to the Seyhan and Ceyhan rivers also exemplify this situation. Despite years of projects and proposals, no decisive outcome was achieved for these two rivers. This was primarily due to the misalignment of expectations between entrepreneurs. Moreover, perceptions of how river waters should be utilized underwent significant changes during the period under review. Initially intended solely for the transportation of goods, the rivers eventually came to be viewed through a more integrated lens, encompassing flood prevention, agricultural land use, and irrigation.

 19. yüzyılda Avrupada iç suların taşımacılık için etkili bir şekilde kullanılması gündeme gelmiştir. Nehirlerin taşımacılığa uygun hale getirilmesi için birtakım projeler gerçekleştirilmiştir. Osmanlı Devleti de özellikle Tanzimat Döneminden itibaren buna paralel olacak şekilde nehirlerine dair bazı çalışmalar içine girmiştir. Bu süreçte birçok projenin sonuçsuz kaldığı bilinmektedir. Seyhan ve Ceyhan nehirlerine dair yürütülen çalışmalar da bir örnek olarak karşımıza çıkmaktadır. Senelerce yürütülen projeler ve tekliflere rağmen iki nehirle alakalı sonuç alıcı bir çalışma ortaya çıkarılamamıştır. Bunun altında müteşebbislerin beklentilerindeki uyumsuzluk bulunmaktadır. Ayrıca nehir sularının kullanımına dair algıların da incelenen dönem boyunca değişimler geçirdiği gözlenmektedir. Daha önce sadece mal taşımacılığı için istifade edilmek istenen nehirlere zamanla taşkınların önlenmesi, tarımsal arazilerin kullanımı ve sulama gibi konuları da kapsayan bütünleşik bir bakış gösterilmiştir.
