Abstract:

Increases in crude oil prices in the economy increase the costs of plastic production, so the use of relatively low-cost recycled plastic waste may be preferred and plastic imports may increase. According to the empirical results of the study, the increases in crude oil barrel prices increase Turkeys plastic waste imports from the EU in a two-month period, and crude oil barrel prices are the determinants of Turkeys plastic waste imports from the EU at the level of 4 in the two-month period and 7.14 in the 10-month period. Although imports of wastes provides foreign exchange earnings, when plastic wastes cannot be fully recycled, they create environmental pollution as garbage. Therefore, if the negative externality costs of plastic waste imports, which may be increased as oil barrel prices increase and the external value of the national currency decreases, are higher than the foreign exchange revenues generated by plastic waste imports; following the policies that protect the external value of the national currency and taking measures to reduce plastic waste imports will create rational policies in terms of economic and environmental protection.

Ekonomide hampetrol fiyatlarındaki artışlar, plastik üretimi maliyetlerini arttırmakta bu nedenle, göreli olarak düşük maliyetli geri dönüştürülmüş plastik atık kullanımı tercih edilebilmekte ve plastik ithalatı artabilmektedir. Çalışmanın ampirik sonuçlarına göre, hampetrol varil fiyatlarında meydana gelen artışlar, Türkiyenin ABden yapmakta olduğu plastik atık ithalatını iki aylık süreç içerisinde arttırmakta olup, hampetrol varil fiyatları, Türkiyenin ABden yapmakta olduğu plastik atık ithalatının iki aylık dönemde 4 ve 10 aylık dönemde 7,14 düzeyinde belirleyicisi olmaktadır. Yapılan ithalat, döviz kazandırıcı olmakla beraber plastik atıklar tam olarak geri dönüştürülemediğinde, çöp olarak çevre kirliliği yaratmaktadır. Bu nedenle, petrol varil fiyatları arttıkça ve ulusal paranın dış değeri azaldıkça, artabilecek olan plastik atık ithalinin negatif dışsallık maliyetleri, plastik atık ithalatının sağladığı döviz gelirlerinden yüksek ise; ulusal paranın dış değerini koruyucu politikalar izlemek ve plastik atık ithalatını azaltacak önlemler almak, iktisadi açıdan ve çevre korunması açısından rasyonel politikalar oluşturacaktır.
