Structures that are
considered historical monuments need to undergo repair from time to time
throughout their service life so that they can be used safely long into the
future. In some cases, strengthening works are applied rather than repairs, and
when implementing such applications, further works are also carried out to
restore the structure to its original design. As a matter of fact, many
historical structures that have managed to survive have, for many years, been
subjected to undesirable changes to their architectural and structural systems,
for various reasons. In some cases, these unfavorable interventions have been
made to structural elements due to changes in the functional use. This may be
reduce considerably the structure’s level of safety. This study assesses the
current condition of the building of the Istanbul University Faculty of
Political Sciences, a first degree historical monument in Istanbul, and its
level of safety will be investigated through a quick assessment method. The
structure was constructed in the Ottoman period and has undergone many changes
throughout its service life as a result of changes to its functional use. Its
architectural structure, and even its load-bearing system and system type, have
been exposed to interventions at every new change of function. These
interventions are unacceptable for such a structure, which must be at least 40
percent safer than conventional residential structures, having been designed
initially as a hospital, but adapted later for use as a prison, and for its
current function as an educational facility. The impact of unmindful
interventions involving structural elements on the safety of the structure will
be investigated, and their unfavorable results will be assessed from the
perspective of time and economy.

Tarihi eser niteliğini
sahip yapıların uzun yıllar emniyetle servis verebilmesi için servis ömrü
boyunca zaman zaman onarım süreci geçirmesi gerekmektedir. Söz konusu onarım
çalışmalarının yerini bazı durumlarda güçlendirme imalatları almaktadır. Anılan
türdeki uygulamalarda aynı zamanda yapının orijinal tasarımına uygun hale
getirilmesi için çalışmalar gerçekleştirilmektedir. Söz konusu yapılar, uzun
yıllar boyunca farklı sebeplerden dolayı mimari ve yapısal sistemine yönelik
gerçekte istenmeyen değişikliklere uğramaktadır. Hatta bazı durumlarda kullanım
amacı değişikliklerine uğraması neticesinde, söz konusu husus yapısal
elemanlara olumsuz müdahale olarak yansımaktadır. Aynı zamanda yapının emniyet
seviyesini son derece düşürebilmektedir. Çalışmada, İstanbul Üniversitesi
Siyasal Bilgiler Fakültesi binasının güçlendirme çalışmaları öncesi mevcut
durumu araştırılmış, emniyet seviyesi hızlı durum tespit yöntemi ile irdelenmiştir.
İnceleme kapsamındaki yapı Osmanlı döneminde imal edilmiş ve servis ömrü
boyunca çok defa kullanım amacı değişikliğine uğramıştır. Başlangıçta hastane,
sonrasında hapishane ve nihayetinde günümüzde eğitim binası olarak servis veren
yapı olması nedeni ile konvansiyonel konut türü yapılara oranla en az %40 daha
emniyetli barındırması gereken yapı türü için anılan hususlar kabul edilemez
niteliğe sahiptir. Yapısal elemanlar üzerinde gerçekleşen bilinçsiz
müdahalelerin yapının emniyetine olan etkisi araştırılmış, zaman ve finansal
parametreler üzerinden olumsuz sonuçları irdelenmiştir.
