Abstract:

Morocco's tourism policy has witnessed a kind of fluctuation in choosing a model to follow in developing its tourism products since the 1960s. The compass was directed towards international tourism at the expense of domestic tourism in many stages and milestones in the country's tourism development process. Our discussion of domestic tourism in the context of available potential for enhancing cultural tourism products in the cities of Fez and Meknes is governed by two motivations. The first is related to the need to rethink a roadmap to strengthen the position of domestic tourism in both cities. The second lies in the political choices that have consistently proposed developing domestic tourism to mitigate the negative impacts on the Moroccan tourism sector after periods of economic, geopolitical, and pandemic crises. Keywords: Tourism policy, national tourism, Coronavirus pandemic, Fez and Meknes.
