 إن تأكيد المواثيق الدولية على اعتبار الإرهاب انتهاكاً مباشراً للأمن الإنساني، ولا يمكن تبريره تحت أي ظرف، باستثناء مباشرته للحصول على حق تقرير المصير الذي هو من الحقوق السياسية الإنسانية، كما أن تبني الدول سياسات تحريم حقوق الإنسان وحرياته الأساسية من شأنه القضاء على الإبادة الجماعية للجنس البشري التي تشكل جريمة في حق البشرية وتهديداً خطيرا للسلم والأمن الدوليين والتي تتمثل في ضم الأراضي وطرد السكان وانتهاج سياسة التمييز العنصري والنزاعات العرقية والدينية، فلا شك أن الإرهاب يبث الخوف والرعب في النفوس وينشر جواً من الرهبة والفزع والترقب، ومن هنا يتعارض مع حق الإنسان في الأمن والعيش في سلام، كما أنه قد يدفع الدولة بعض الموارد إلى مكافحته بما يعطل جهود التنمية التي توثر على مختلف جوانب الحياة الاجتماعية والاقتصادية والثقافية وتهدد الحقوق الإنسانية المتعلقة بهذه الجوانب.
                  The confirmation of the international conventions on terrorism be considered a direct violation of human rights, can not be justified under any circumstances, except Defense for the right to self-determination of humanitarian and political rights. It also states that the adoption of the prohibition of human rights and fundamental freedoms policies would eliminate the genocide of the human race, which constitute a crime against humanity and a serious threat to international peace and security states And that is the annexation of territory and the expulsion of the population and adopted a policy of racial discrimination and ethnic and religious conflicts policy, there is no doubt that terrorism is broadcast fear and horror in the souls and spread an atmosphere of awe and dread and anticipation, here it is incompatible with the human right to security and to live in peace it also could prompt the state to divert some of the resources to combat it, which disrupts the development efforts that affect various aspects of social Aspects of social, economic and cultural life .
